关于马鞍山港船舶污染物接收设施工程涉河建设方案意见的复函

省长江河道管理局:

你局《关于征求马鞍山港船舶污染物接收设施工程涉河建设方案意见的函》(长工管函字〔2020〕36号)及附件收悉。经研究,函复如下:

一、原则同意在长江马鞍山河段江心洲右汊右岸姑溪河口下游约1km、力通码头上游处建设马鞍山港船舶污染物接收设施工程。

二、基本同意《马鞍山港船舶污染物接收设施工程涉河建设方案》提出的拟建工程建设方案。拟建工程主要建设内容包括趸船1座、5吨地牛2座、活动钢引桥、承台、引桥、下堤道路1条、收集站等。码头泊位长56m,承台高程10m(85高程,下同),设计高水位为9.02m,码头平台前沿建设500吨级趸船1个,尺寸为40m×10m,岸侧滩地设置2座5吨地牛进行锚固。通过30m×3.5m活动钢引桥与4.8m×5m承台连接,承台为4根Φ1.0m钻孔灌注桩基础,灌注桩底高程-22m;承台与堤防通过架空钢引桥连接,钢引桥为3跨21.5m×2.5m,连接处基础结构为1根Φ1.0m钻孔灌注桩;堤防背水侧通过69m×6.5m下堤道路与收集站连接。电管、水管采用钢管穿堤;电管预埋4根SC150钢管,水管预埋2根DN150、1根DN100钢管,管底高程不得低于当地设计洪水位。

三、基本同意《马鞍山港船舶污染物接收设施工程洪水影响评价报告(报批稿)》提出的主要结论和防洪影响补救措施。包括对码头引桥与堤防连接处进行加固处理;对引桥接堤处护砌进行恢复;对迎水侧堤防堤脚50m范围内的桥墩进行防渗处理,桥墩桩基周边2m范围内采用粘土回填压实结合铺设复合土工膜防渗。                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                  

四、为确保堤防与岸坡稳定,涉及堤防安全的项目应避开主汛期。如需跨汛期施工,应编制安全度汛预案,报当涂县防汛抗旱指挥部批准后执行。

五、施工单位应编制工程施工方案(包括工程施工图设计、施工组织设计),报我局、当涂县水利局备案。开工、放样测量和竣工验收应邀请当涂县水利局派员参加;竣工验收合格方可投入使用。

六、工程建设及运行期间,严禁向河道内倾倒弃土泥浆,及时清除河道管理范围内施工临时设施,保障河道行洪通畅;妥善维护好堤防、护坡等防洪工程设施,如有损毁应及时按原标准予以恢复;建设单位和业主单位应承担使用岸线范围内的防汛任务,接受水行政主管部门和河道管理单位的监督管理,服从防汛指挥机构的统一指挥。
